There are some important considerations for building with God, found in this vision that will help local churches, businesses and organizations that represent the kingdom of God.

Zec 2:1 I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand.
Zec 2:2 Then said I, Whither goest thou? And he said unto me, To measure Jerusalem, to see what is the breadth thereof, and what is the length thereof.
Zec 2:3 And, behold, the angel that talked with me went forth, and another angel went out to meet him,
Zec 2:4 And said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein:
Zec 2:5 For I, saith the LORD, will be unto her a wall of fire round about, and will be the glory in the midst of her.
Zec 2:6 Ho, ho, come forth, and flee from the land of the north, saith the LORD: for I have spread you abroad as the four winds of the heaven, saith the LORD.
Zec 2:7 Deliver thyself, O Zion, that dwellest with the daughter of Babylon.
Zec 2:8 For thus saith the LORD of hosts; After the glory hath he sent me unto the nations which spoiled you: for he that toucheth you toucheth the apple of his eye.
Zec 2:9 For, behold, I will shake mine hand upon them, and they shall be a spoil to their servants: and ye shall know that the LORD of hosts hath sent me.
Zec 2:10 Sing and rejoice, O daughter of Zion: for, lo, I come, and I will dwell in the midst of thee, saith the LORD.
Zec 2:11 And many nations shall be joined to the LORD in that day, and shall be my people: and I will dwell in the midst of thee, and thou shalt know that the LORD of hosts hath sent me unto thee.
Zec 2:12 And the LORD shall inherit Judah his portion in the holy land, and shall choose Jerusalem again.
Zec 2:13 Be silent, O all flesh, before the LORD: for he is raised up out of his holy habitation.
 
 
 
Although some Bible translations omit this detail, and assume that the “young man” is the same as the surveying “man”, a simple word study will reveal that there is a quite a difference between the two:
Man H376 'îysh eesh
Contracted for H582 (or perhaps rather from an unused root meaning to be extant); a man as an individual or a male person; often used as an adjunct to a more definite term (and in such cases frequently not expressed in translation.) : – also, another, any (man), a certain, + champion, consent, each, every (one), fellow, [foot-, husband-] man, (good-, great, mighty) man, he, high (degree), him (that is), husband, man [-kind], + none, one, people, person, + steward, what (man) soever, whoso (-ever), worthy. Compare H802.
 
Young Man H5288 na‛ar nah'-ar
From H5287; (concretely) a boy (as active), from the age of infancy to adolescence; by implication a servant; also (by interchange of sex), a girl (of similar latitude in age): – babe, boy, child, damsel [from the margin], lad, servant, young (man).

Google Online Books revealed some more interesting evidence to confirm this:
“The prophet sees, … a figure engaged in measuring he future dimensions of Jerusalem, because the present area will not suffice for the enlargement, which is to be affected by the mercy of the Lord.”
The author, Hengstenberg interprets: “The figure is in all probability no other than the Angel of the Lord.” And adds: “The fact that he gives instructions to another angel, whom he sends to the interpreter, is a proof that he must have been of a higher rank than that of an inferior angel.” And further: “The interpreter has hitherto remained with the prophet [Zechariah], who is looking from a distance; but now he leaves him, to ascertain from the Angel of the Lord the meaning of what He is doing. He has only just set out, when another angel is dispatched from the Angel of the Lord, to give him the required explanation, and order him to communicate it t Zechariah. From the fact that the angel speaks of him as ‘This young man,’ the conclusion has been quite correctly drawn, that the prophet was but a youth at this time.” The writer suggests that youth could “an allusion to his inexperience and short sightedness as a man.”

This particular vision reveals some essential considerations for building a Godly city.
 
1.           Understand the difference between God’s measurements and that of man.
When Amos saw the Lord standing on a wall with a plumb line in his hand, the message was “DESOLATION” – someone had not built according to His specifications and the wall was judged! Here the message is more positive, and the measuring line is supernatural. From the study above we realize that this man could be the Angel of the Lord, or the Old Testament manifestation of Christ the Son of God. Man measures by sense evidence whereas God measures by his will. We think we accomplish things for him and try to count souls won and churches planted, but He checks to see if the spiritual principles are in place in what we do, whether or not we obeyed His will in the simple processes of life and ministry, whether or not we accurately represented him, yes, Christ to our generation.
As apostle Paul wrote,
1Co 3:9 – 15 For of God we are fellow-workers, a field of God, and you are a building of God.
According to the grace of God which is given to me, as a wise master builder, I have laid the foundation, and another builds on it. But let every man be careful how he builds on it.
For any other foundation can no one lay than the one being laid, who is Jesus Christ.
 And if anyone builds on this foundation gold, silver, precious stones, wood, hay, stubble,
each one's work shall be revealed. For the Day shall declare it, because it shall be revealed by fire; and the fire shall try each one's work as to what kind it is.
 If anyone's work which he built remains, he shall receive a reward.
If anyone's work shall be burned up, he shall suffer loss. But he shall be saved, yet so as by fire.
